ACF NOTICES

ACF Notice – Pairing programs

The ACF has decided that only Swiss Perfect, Swiss Master or Swiss Manager are to be used for pairing purposes for any ACF event including ACF Grand Prix events or any event that is to be FIDE rated.

The Australian Chess Federation does not endorse in any way, or have anything whatsoever to do with, David Cordover's Tornelo system and any statements or implications otherwise are false.

In connection with the above matter, the ACF Council has recently resolved that nothing to do with David Cordover, his chess business or his Tornelo system is to appear in the ACF newsletter until he removes to the satisfaction of the ACF Council all references, inferences or implications that his Tornelo system is in any way related to the Australian Chess Federation or ACF ratings [obviously with the exception of the above notice itself].

If you are considering playing an upcoming tournament, which are listed below in upcoming CAQ endorsed events section, then CAQ encourages to pay your CAQ membership online. All players in tournaments with time controls of 60 minutes or more must be CAQ members, or members of another ACF state association.

From January 1 2011, individual CAQ membership will be $15. Family membership will be $30 for three or more family members.

BULK ENTRY DISCOUNT SCHEME

With Easter in 2011 falling at the end of April and the return of the Darling Downs Open to the calender, this now sees three long time control tournaments in a row.

1.      Darling Downs Open, April 16-19

2.      Qld Open, April 22-26

3.      Peninsula Open Apr 30, May 1 and 2

In an effort to assist players who will want to play in all three tournaments, CAQ is offering a bulk entry discount scheme, whereby players can enter all three tournaments at the same time.

Entry fee through this scheme will cost $150, whereas entering the day before for each three events separately could cost over $200.

So the decision CAQ has approved is:

A potential player will pay CAQ $150 and will be able to enter the DDO, Qld Open and Peninsula Open. If that person fails to inform CAQ, then their money is not refunded back to them. If a person does inform CAQ before the start of the DDO, we will refund them their money.

If a person plays in DDO and then can not play in the other two events, we will refund the difference between the total amount and the entry fee for DDO, so they get $70 back.

POTENTIAL NEW CAQ AFFILIATED CLUBS AND HOW TO AFFILIATE WITH CAQ

Currently CAQ has 16 affiliated clubs and CAQ is looking to increase this number.

Starting a club can be a daunting experience, but can also be a rewarding experience. CAQ would like to see more clubs in some of the regional cities, plus also new clubs being formed in the Northern part of Brisbane, Ipswich and Western Suburbs of Brisbane.

If someone is interested in starting a club, especially in those areas where there is no chess club currently present, please do contact CAQ at

CAQ has various financial options available, plus clubs are also able to advertise in this newsletter, on the CAQ website and promote their activities at other tournaments to make themselves known to the wider community.


CAQ AFFILIATED CLUB INFORMATION

For CAQ affiliated clubs that wish to advertise their club more broadly, all they need to do is provide some information for the CAQ newsletter. This newsletter is sent out to over 500 people from all over Qld and Australia, so it provides an opportunity to let more people know about your CAQ affiliated club.

Any club that takes advantage of this opportunity will have their information included in each and every newsletter while they remain affiliated with CAQ.

BUNDABERG CHESS CLUB INC.

The Bundaberg Chess Club Inc meets at the U3A rooms 80a Woongarra Street Bundaberg from 6.30 pm on Wednesday nights.  Both Junior and Senior members play on club nights.

The Club membership fees are $12 per year for adults and $6 per year for children. Playing fees for members are $3 a night for Seniors and $1 per night for Juniors. Non members pay $4 a night for adults and $2 a night for Juniors.  The first night attending is free. 

The Club Members actively teach chess at many schools in the district. The Club has many tournaments in the district for both adults and children, details on the CAQ website.

2011 QLD PARTICIPATION GRAND PRIX

 

The 2011 Queensland Participation Grand Prix is an initiative of the Chess Association of Qld to encourage participation in Qld weekenders, particularly those held in regional locations. The prizes will therefore not necessarily be won by the best players, but by those who perform well and are also prepared to participate regularly.

The Grand Prix points awarded to a player for each event (provided they are not an unapproved withdrawer) is the sum of a player's score and a 'participation bonus' which depends on where the event is held. At the end of the 2011 calendar year, prizes will be awarded based on the sum of these scores. In the event of a tie, the relevant prizes will be combined and split equally.

Players must be (or become) CAQ members, and must be resident in Queensland.

In order to qualify for the GP, an event must be open to all players, approved for rating on the 'Normal' (or 'Classic') ACF Rating List, and be played on a single weekend (a 'long weekend' is considered to be a single weekend). Events with rounds on (non-holiday) weekdays may be accepted, provided the majority of rounds are held on a weekend. If an event is divided into sections (eg Open & Under 1600) then it will still qualify, as long as the combined sections are open to all players.

The decisions of the CAQ Council will be final on all matters.

The Queensland Championship final will be a nine round Swiss format, held from Thursday 9th June to Monday 13th June 2011. The venue will be Gardiner Chess Centre.

Time control:

40 moves in 90 minutes, followed by 30 minutes, plus 30 seconds per move from move one till end of the game.

For all players born after Jan 1st 1993.

The Qld Junior Championships are run in four divisions:

1.      Qld Junior Championship- Open to all players born after Jan 1 1993.

Runs from Wednesday June 29 to Saturday July 2.

Time controls are 40 moves in 90 Minutes, followed by 30 mins with 30 secs per move increment from move one

All players must record for all moves.

2.      Qld Under 12 Championship- Open to all players born after Jan 1 1999

Runs from Monday June 27 to Tuesday June 28

Time controls are 60 minutes plus 10 seconds per move.

Players are expected to be able to record their moves

3.      Qld Under 10 Championship- Open to all players born after Jan 1 2001

Held on one day- Tuesday June 28

Time control: 30 minutes per player

No recording necessary

4.      Qld Under 8 Championship- Open to all players born after Jan 1 2003

Held on one day- Monday June 27

Time control: 15 minutes per player

As this is a CAQ title tournament- to be eligible for the Qld Junior Champion title in any age division, players must be CAQ members and have been residents in the state of Qld for 90 days prior to the start of the Championships.

Also as this is a CAQ title tournament- if there is a tie for first for the title of Qld Junior Champion in the Under 18 division only- playoffs will need to be organised as per CAQ by laws.

AusJCL Application Procedure for Selection for 2011 International events

Dear All Chess Juniors and Chess Parents,

I inform that applications for selection to represent Australian Chess at International events in 2011 will be accepted beginning today. There are two deadlines for close of applications due to the scheduling of the events.

(1) If you intend to apply for selection to the following events:

30 April – 8 May World Schools Individual Championship Krakow, Poland;
14-22 May Asian Youth Championships (U\8 to U\18) Subic Bay, the Philippines;
1-11 June Asian Junior Championships (U\20) Colombo, Sri Lanka
12-21 June ASEAN+ Age Group Championships (U/8 – U/20) Tarakan, Indonesia
24 June – 4 July Commonwealth Championships (Open and Junior) Johannesburg, South Africa;

the Deadline is end of day on 15th March 2011.

(2) For the rest of the international events on the Calendar (see
here), the Deadline is end of day on 2nd May 2011.

2011 WORLD YOUTH CHAMPIONSHIP

The organisers of the 2011 WYCC has launched their website and published their invitation (and regulations). The website is http://www.wycc2011.com/.

The Brazilian Chess Federation (CBX) , the WYCC 2011 Organising Commitee and companies participating, have the honour to invite all the FIDE member Chess Federations around the world to participate in the World Youth Chess Championship 2011 (under 8, under 10, under 12, under 14, under 16 and under 18 years old - open and girls) which will take place in Caldas Novas-Goiás, Brazil, between November the 17th, 2011 (arrival) and November the 27th, 2011 (departure).

Every Federation can register one invited player in each category (under 8, 10, 12, 14, 16, 18 years old, open and girls), that is a maximum total of twelve (12) guest players that will be hosted by the Organizers, plus one trainer for each Federation participating.

The players placed 1-3 in a previous World Youth Championship, and the champions of Continental Open (Girls) Under 8, 10, 12, 14, 16 and 18 championships, shall have the personal right to participate in the World Youth Championship.

Any Federation can register additional players as well.

In order to provide appropriate tournament conditions, the Federations must complete carefully the official registration form (attached to this file) and send it back to the organizing committee by 25th August 2011. Any other form will not be accepted.

In accordance with the FIDE regulations, an entrance fee of 70 € (Euros) is asked for every guest player (mentioned in 2.2 and 2.3 above) and must be sent directly to FIDE by the national Federation before the event.

In accordance with the FIDE regulations, an entrance fee of 140 € (Euros) is asked for every additional player and must be sent directly to FIDE by the national Federation before the event.

The deadline for registration is 25 August 2011. After this date a penalty of 100 € (Euros) for each late registration will be charged to participants till 1st November 2011 latest. After this date, organisers reserve the right to refuse or decline late registrations or charge higher hotel costs for participants.

All guest players should make their application by the above deadline (25 August 2011). After this date no guest player application will be accepted and their application will be treated as if they were an additional player.

GARDINER CHESS CENTRE FOR SALE

FOR SALE!

The Gardiner Chess Centre property is up for sale! Graeme and Wendy have come to a time in their lives where they want to be able to travel and do other things.

However, the chess business itself is not for sale and they will be concentrating on developing their core business of providing an excellent service for schools, with coaching, interschool tournaments, product sales, etc.

Gardiner Chess will continue to offer an afternoon chess club on at least one day a week, and school holiday programmes, but all of these will be from a different premises in the Mudgeeraba locality.

The Gardiner Chess website will continue to inform all those interested in chess.

The Centre is approved as a child care centre, but there are many other possibilities.

ACF CODE OF ETHICS BREACH:

CAMERON DE VERE

After careful consideration, The ACF has taken the decision to suspend Cameron De Vere from all ACF events and ACF GP events till July 1 2011. Also, as Cameron De Vere is not currently a member of CAQ, he can not play in any CAQ endorsed rated event until he applies to CAQ council to re-join CAQ.

CAQ UNAUTHORISED WITHDRAWAL POLICY

I think it is fair to say that one of the biggest banes of organisers and arbiters alike is when players decide to not show for their final round games without at least informing the arbiter that they will not be present for the final round so the arbiter can at least take that player out of the draw.

Not only is this type of behaviour selfish and in poor form, but it is also against the unauthorised withdrawal policy of the CAQ, which states:

Unauthorised Withdrawals:

d) Withdrawals. Any player who has completed the first round of any tournament shall not withdraw from that tournament without approval from the organiser or DOP. A player whose withdrawal has not been approved by the organiser or DOP will be regarded as an unapproved withdrawer. In such cases one or more of the following penalties may be applied:-

- listing as an unapproved withdrawer in CAQ newsletters and/or web site
- and/or suspension from the CAQ
The secretary may request a verbal or written explanation in determining the appropriate course of action

Players who do not show for a tournament round without prior explanation can expect a please explain letter in the mail from the CAQ Council asking why they failed to show for their tournament game and why one of the above listed actions should not be taken.
