 CAQ POLICY ON UNAUTHORISED WITHDRAWALS

I think it is fair to say that one of the biggest banes of organisers and arbiters alike is when players decide to not show for their final round games without at least informing the arbiter that they will not be present for the final round so the arbiter can at least take that player out of the draw.

Not only is this type of behaviour selfish and in poor form, but it is also against the unauthorised withdrawal policy of the CAQ, which states:

------------------------------------------------------------------------------------------------------------------------------------------------------------------

Unauthorised Withdrawals:

d) Withdrawals. Any player who has completed the first round of any tournament shall not withdraw from that tournament without approval from the organiser or DOP. A player whose withdrawal has not been approved by the organiser or DOP will be regarded as an unapproved withdrawer. In such cases one or more of the following penalties may be applied:-

- listing as an unapproved withdrawer in CAQ newsletters and/or web site

- and/or suspension from the CAQ

The secretary may request a verbal or written explanation in determining the appropriate course of action

------------------------------------------------------------------------------------------------------------------------------------------------------------------

Players who do not show for a tournament round without prior explanation can expect a please explain letter in the mail from the CAQ Council asking why they failed to show for their tournament game and why one of the above listed actions should not be taken.

Melbourne Chess Player Bobby Cheng, rated 2165 ACF, has won the World Youth Under 12 Championship in Turkey.

Article by Gary Wastell, ACF President:

Balwyn High School student Bobby Cheng last night topped a field of 142 budding grandmasters to become Australia’s first under-age world chess champion.

The World Youth Championships festival, conducted in Antalya, Turkey, under the auspices of the world chess federation (FIDE), began on November 11 with 1320 players representing most of FIDE’s 167 member federations.

Cheng finished the 13-day tournament for players born in or after 1997 a half-point better than runners-up Jan-Krzysztof Duda of Poland, Richard Wang of Canada and David Paravyan of Russia.

Cheng’s score of 9/11 comprised two draws, a loss to Shardul Gagare of India, and eight wins including a crucial final-round victory over the tournament’s top seed, Suri Vaibhav, of India.

In recent years, Cheng has been coached by Australian Grandmaster Darryl Johansen, who two weeks ago won the Victorian State championship for the 12th time.

The President of Chess Victoria, Katrin Wills, who won two world under-age titles when representing Bulgaria in 1986 and 1989, described the outcome as wonderful news for Australian chess.

The championships encompass competitions for players in age-groups from under-eight to under-18. A total of 11 young Australians took part in this year’s festival, with Sydney’s Anton Smirnov finishing in a tie for second place in the under-eight championship, a result which in any other year would have matched the best by a young Australian player since the championships began in 1974.

David Smerdon at the 2009 FIDE WORLD CUP.

After winning the 2009 Oceania Zonal held on the Gold Coast in June, GM David Smerdon took his place as Oceania's representative at the FIDE World Cup 2009 in Khanty-Mansiysk, Russia, which is still continuing as you read this report.

The Fide World Cup is a 128 player knockout comprised of players from each of the zones from around the world. It is one stage of the qualification cycle to the World Championship Match.

After a valiant effort against Leinier Dominguez Perez. rated 2719, David lost the fourth and final rapid match, which meant under the knockout format, he was eliminated. David had previously held Dominguez to two draws in their classical time control games and then to a further three draws in the rapid games before finally succumbing in the final rapid game.

Oh so close to advancing to the second round.
