Details
The Bundaberg Weekender is shaping up to be a great
tournament.
Some of the top Queensland players who have indicated they are interested in
attending are IM Stephen Solomon, Yi Lui, George Lester and Tony Weller. Top
Bundaberg Players all with ratings over 1500 will also be competing.
Prize money of $1595 has already been allocated. If there are over twenty
entrants (last year there were 33 entrants) , prize money will be increased.
The venue this year at the Central State School will allow ample room for all
competitors. A fast food outlet is near the venue.
This is the fifth time the tournament has been held and is recognised as one
of the top regional tournaments in Queensland!!

The order of tie-breaks for a swiss comppetition is: 1) Progressive 2 )
Buchholz 3) Median Buchholz.
For a player to qualify for the Qld Championship final stage through another
zone, there must have been no tournament held in their zone of residence
If there is a tie between a person attempting to qualify in another zone and
the highest scoring local player, both players will be invited to the
Queensland Championship finals
If there are seven or eight players, a
seventh round will be added on Saturday night and the competition will be
played as a round robin.

The
Queensland Team Championship is now 10 years old.
Certainly the most entertaining
event on the CAQ calendar, the QTC offers each team the opportunity to fight
hard and fair for boasting rights for the next 12 months. Teams are strongly
urged to participate with the prospect of board prizes for all.
CAQ has decided to return to a pure team type format, which means teams are
free to recruit whoever they want.
ELIGIBILITY, CONDITIONS & NOTES
1) Players must be CAQ members
2) This is a non-rated event.
TIME-CONTROLS
20 minutes per player plus 10
seconds per move from move one for all divisions.
Time controls subject to change,
dependant on entries.

FORMAT AND REGULATIONS FOR
EACH DIVISION:
Section 1 - Premier: 8 boards
1) Will be played in ACF rating order.
2) Juniors can compete in the Premier Division, but must be rated over 1600
(ACF/QJ).
3) If 6 or less teams, 5 round all play all.
4) If 8 or more teams, 5 round swiss
5) If 7 teams exactly, 7 round all play all (time control most likely
reduced)
Section 2- Adults: Top Four
point scorers
1) Adult Division will be played in
ACF rating order.
2) All players must be born before 1/1/1993
3) Will be played using individual swiss pairings.
4) Players from the same team are banned from playing each other.
5) Each team can field as many players as they wish, but only the top four
point scorers count towards their teams final score.
6) Same number of rounds and same time control as Premier Division
Section 3 - Junior [<18]:

2011 QLD PARTICIPATION GRAND
PRIX
The 2011 Queensland Participation Grand
Prix is an initiative of the Chess Association of Qld to encourage
participation in Qld weekenders, particularly those held in regional
locations. The prizes will therefore not necessarily be won by the best
players, but by those who perform well and are also prepared to participate
regularly.
The Grand Prix points awarded to a player for each event (provided they are
not an unapproved withdrawer) is the sum of a player's score and a
'participation bonus' which depends on where the event is held. At the end of
the 2011 calendar year, prizes will be awarded based on the sum of these
scores. In the event of a tie, the relevant prizes will be combined and split
equally.
Players must be (or become) CAQ members, and must be resident in
Queensland.
In order to qualify for the GP, an event must be open to all players,
approved for rating on the 'Normal' (or 'Classic') ACF Rating List, and be
played on a single weekend (a 'long weekend' is considered to be a single
weekend). Events with rounds on (non-holiday) weekdays may be accepted,
provided the majority of rounds are held on a weekend. If an event is divided
into sections (eg Open & Under 1600) then it will still qualify, as long
as the combined sections are open to all players.
The decisions of the CAQ Council will be final on all matters.

If you are
considering playing an upcoming tournament, which are listed below in
upcoming CAQ endorsed events section, then CAQ encourages to pay your CAQ
membership online. All players in tournaments with time controls of 60
minutes or more must be CAQ members, or members of another ACF state
association.

From January 1 2011, individual CAQ membership will be $15. Family membership
will be $30 for three or more family members.

POTENTIAL
NEW CAQ AFFILIATED CLUBS AND HOW TO AFFILIATE WITH CAQ
Currently
CAQ has 16 affiliated clubs and CAQ is looking to increase this number.
Starting a club
can be a daunting experience, but can also be a rewarding experience. CAQ
would like to see more clubs in some of the regional cities, plus also new
clubs being formed in the Northern part of Brisbane, Ipswich and Western
Suburbs of Brisbane.
If someone is interested in starting a club, especially in those areas where
there is no chess club currently present, please do contact CAQ at president@caq.org.au
CAQ has various financial options available,
plus clubs are also able to advertise in this newsletter, on the CAQ website
and promote their activities at other tournaments to make themselves known to
the wider community.

CAQ AFFILIATED CLUB INFORMATION
For CAQ affiliated clubs that wish to advertise their club more
broadly, all they need to do is provide some information for the CAQ
newsletter. This newsletter is sent out to over 500 people from all over Qld
and Australia, so it provides an opportunity to let more people know about
your CAQ affiliated club.
Any club that takes advantage of this opportunity will have their
information included in each and every newsletter while they remain
affiliated with CAQ.
BUNDABERG CLUB
The Bundaberg Chess Club Inc
meets at the U3A rooms 80a Woongarra Street Bundaberg from 6.30 pm on
Wednesday nights. Both Junior and Senior members play on club nights.
The Club membership fees are
$12 per year for adults and $6 per year for children. Playing fees for
members are $3 a night for Seniors and $1 per night for Juniors. Non members
pay $4 a night for adults and $2 a night for Juniors. The first night
attending is free.
The Club Members actively teach
chess at many schools in the district. The Club has many tournaments in the
district for both adults and children, details on the CAQ website.

CAQ
CODE OF CONDUCT BREACH-
MIRSAD BERBIC UNAUTHORISED WITHDRAWAL
CAQ
has decided to suspend Mirsad Berbic from all CAQ endorsed events, ACF rated
events, and CAQ title events until May 30 2012 following his unauthorised
withdrawal from the 2012 Qld Open.
Mirsad
Berbic failed to appear for round four of the Fide rated round robin Qld Open
division and did not contact the arbiter or organisers of the tournament.
Mirsad's
withdrawal affected all the other players in the tournament because it was a
fide rated round robin.
This
affected all the players in a variety of ways:
1) Had Mirsad completed the tournament, the fide unrated players could have
gotten a fide rating direction from the event
2)
Some players were disadvantaged, having already played Mirsad, where others
got a free game
3)
Mirsad failed to contact the arbiter, meaning that there was uncertainly for
round five if his opponent had a game.
In terms of unauthorised withdrawals, this is the at the worst end of the
category. Mirsad failed to inform the arbiter during the tournament, then
when CAQ wrote to him seeking an explanation, Mirsad again failed to respond
and explain his actions.
Therefore,
CAQ is taken the above listed action. Mirsad has now been referred to the ACF
under their by laws, and so now can play in any ACF GP event under May
30 2012. Interstate organisers are to take note of this as there are quite
heavy penalties the ACF can impose if Mirsad plays in any such ACF GP event
before May 30 2012.
All tournament organisers that wish for their
tournaments to be ACF rated, or are responsible for running a CAQ title
event, that Mirsad Berbic is not permitted to play in that event.

CAQ UNAUTHORISED
WITHDRAWAL POLICY
I think it is fair to say that one of the biggest banes of
organisers and arbiters alike is when players decide to not show for their
final round games without at least informing the arbiter that they will not
be present for the final round so the arbiter can at least take that player
out of the draw.
Not only is this type of behaviour selfish and in poor form, but it is also
against the unauthorised withdrawal policy of the CAQ, which states:

Unauthorised Withdrawals:
d) Withdrawals. Any player who has completed the first round of
any tournament shall not withdraw from that tournament without approval from
the organiser or DOP. A player whose withdrawal has not been approved by the
organiser or DOP will be regarded as an unapproved withdrawer. In such cases
one or more of the following penalties may be applied:-
- listing as an unapproved withdrawer in CAQ newsletters and/or
web site
- and/or suspension from the CAQ
The secretary may request a verbal or written explanation in determining the
appropriate course of action

Players who do not show for a tournament round without prior explanation can
expect a please explain letter in the mail from the CAQ Council asking why
they failed to show for their tournament game and why one of the above listed
actions should not be taken.
