    BY-LAWS

  1. The prescribed application for affiliation or renewal of affiliation by a club or league shall be in the form shown at Appendix 1.

  2. The prescribed application for affiliation or renewal of affiliation by a person shall be in the form shown at Appendix 2.

  3. Annual application fees shall be payable with the initial application for affiliation and then annually.

  4. The results of tournaments and matches approved by the Association shall be processed for rating under the national rating system.

  5. All participants in Association-approved events must be members of a state chess association.

  6. Council members shall be given free membership when they are re-elected to Council. Their membership will lapse at the end of each membership year.

  7. CAQ membership applications submitted on November 1 or later be considered current until the end of the following year.

  8. Tournament organisers shall be responsible for ensuring that all participants in Association-approved events are financial members of a state chess association.

  9. Should any participant in an Association-approved event not be a member of an ACF state/territory association, the organisers of the event shall be liable for the CAQ membership fee of those participants.

  10. CAQ shall reimburse the total cost of travel of councillors to and from council meetings over the amount of $5 at the rate of 20c/km or the cost of public transport

  11. CAQ pays the application fees for any CAQ approved application for an IA or FA title.

  12. The forfeiture time for all CAQ events is 30 minutes after the start of the session.

  13. All CAQ approved ACF Grand Prix tournaments in Queensland must have a non-playing adult as chief arbiter, starting with the 2010 ACF Grand Prix, and the chief arbiter must be listed on the entry form. If a club runs an ACF Grand Prix event without a non-playing adult as the chief arbiter, no events from that club will be accepted by the CAQ for the next ACF Grand Prix.

  14. That the following clubs be included as Regional Clubs whenever the matter of Regional and Non Regional Clubs is considered: Atherton, Bundaberg, Mackay, Maryborough, Townsville.

  15. Unauthorised withdrawals:

    Any player who has completed the first round of any tournament shall not withdraw from that tournament without approval from the organiser or DOP.

    A player whose withdrawal has not been approved by the organiser or DOP will be regarded as an unapproved withdrawer. In such cases one or more of the following penalties may be applied:-

    - Listing as an unapproved withdrawer in CAQ newsletters and/or web site

    - And/or suspension from the CAQ

    The secretary may request a verbal or written explanation in determining the appropriate course of action

    Underwriting of Losses for Inaugural Tournaments:

  16. CAQ underwrites, in whole or in part, and to a maximum of $500, losses incurred in the organisation and conduct of inaugural weekend tournaments, subject to budget pre-approval by CAQ council

  17. No CAQ administration fees will be charged for title events, and all ACF administration fees for title events will be paid by the CAQ.

    Organisers:

  18. CAQ title events shall be organised by:- an organiser or organising committee appointed by the Council, or a club, league, group or person submitting an acceptable tender to conduct a championship in accordance with these by-laws and under such financial terms as may be agreed.


    Voting Rights at General Meetings:

  19. No single person may exercise more than three votes at any annual general meeting or special general meeting, other than a delegate or proxy delegate representing a chess club or league which is entitled to more than three votes.


  20. If a player has played less than half of the games in a club tournament played over a number of weeks, and the club has not collected a CAQ membership fee from the player, then the club will automatically be granted a waiver of the player's CAQ membership fee. This waiver can only be claimed once for a particular player per club.

  21. The following fees may be varied, depending on the event and the hirer. That the fees for hiring CAQ equipment for non-club events be: Hire Fee: $2.00 for each board and set, and $10 for each digital clock; Refundable Bond: $5.00 for each board and set, and $30 for each digital clock.

  22. That the following clubs be included as Regional Clubs whenever the matter of Regional and Non Regional Clubs is considered: Bundaberg, Maryborough, Suncoast, Toowoomba, Townsville, Gladstone.

  23. For the purpose of determining a quorum in Section 20.4, a delegate is counted as present if they are present in person or by proxy.
